Steering Committee Meeting

Present: Tim Sheppard (TS, Chair), Barbara Campbell (BC), Jennie Jordan (JJ), Chris White (CW), & Richard Furlonger (RF)
1. Funding.
JJ reported that we have been successful in our funding application to My Community. A grant of £7,526 is to be made, followed by £694 subject to confirmation (total £8,220). JJ to send acceptance letter by 13th October once negotiations on full amount confirmed.
JJ is to progress additional application to My Community for a further £6,000. If granted, this would provide funds that might cover our overall costs for the NP.
Further funding through forthcoming Government grant of £22.8 million (up to 2022) to be looked at by RF.
2. Appointment of consultants.
Two quotes have been received to carry out a Landscape Character Assessment (LCA), as part of the NP evidence base. Lucy Batchelor-Wylam (LBW) quoted for the LCA and Capacity & Sensitivity analysis to include collation of results. Places 4 People (P4P) offer a more complete NP service at a cost of £11,250 to include:-
Inputting and Analysis of questionnaires
Site Selection process
Issues and Options Consultation
Draft Plan preparation
Pre-Submission Consultation Stage
Submission to Babergh DC
The cost and level of service offered by P4P can be reduced through village volunteers undertaking some of these roles (option 3 within the quote), in which case the total cost would be circa £7,892.00. The Committee felt the offer from P4P was preferred and when confirmation of the level of My Community funding is to hand, TS contact Ian Poole of P4P to discuss involvement moving and to instruct them, as appropriate.
CW to check list of volunteers to see who can help with the preparation of the NP.
In consultation with the Committee, RF to register with Survey Monkey or Smart Survey, whichever is more suitable, for the online survey programme.
TS to set up meeting with Clare Dawson of Babergh DC to touch base.
It was considered that workshops may need to be set up to consult Parishioners in relation to the following issues:
- Housing;
- Transport;
- Environment.
3. Memorandum of Understanding.
A revised version, as approved by Babergh DC, was tabled and the Committee gave their approval for this to become our working document. This sets out responsibilities to be undertaken by Little Waldingfield PC and Babergh DC. It needs to be signed by the parties in due course. TS to update Project Plan.
4. The NP Questionnaire.
Working from the latest draft produced by BC, and making reference to the Lavenham and Woolpit questionnaires, the Committee worked through the draft NP questionnaire and made a number of changes. These will be reflected in the final draft to be circulated by BC shortly. The Committee will then have a final chance to make amendments before going to print and uploading questionnaire onto the online survey website. A trial run of online option to be undertaken before questionnaire is circulated to villagers.
A provisional timetable for the next steps is:-
- 24th October - LWPC to be asked to approve questionnaire at PC meeting;
- 7th November - Letter to villagers describing NP process;
- 16th November - Postcard to villagers giving notice of questionnaire;
- 21st November - Questionnaire to be sent to Villagers;
- 5th December - Collect questionnaires/Online deadline.
- TS to draft wording for letter and postcard.
- Questionnaire to be made available to all residents over age of 11 years.
- Collection point of questionnaire to be telephone box in secure box.
BC/CW to liaise with Lavenham Press on production of questionnaire and quote for simplified design.
Provisionally, next meeting will be 5.30pm on Friday 27th October.
